The Smart Readiness Indicator: why and when?
The Smart Readiness Indicator (SRI) was introduced by Directive (EU) 2018/844 of 30 May 2018 , which establishes a European framework to promote the transformation of building stock towards carbon neutrality by 2050. The building sector currently accounts for around 40% of energy consumption and 36% of greenhouse gas emissions in Europe.

- The EPBD sets the long-term goal of decarbonised and smart buildings by 2050.
- The Tertiary Decree imposes a trajectory for reducing consumption (targets of -40% to -60% depending on the case).
- The BACS Decree describes the technical means (management and automation systems).
- The SRI measures the level of intelligence of buildings, an essential tool for staying on track with regulations and maximising benefits.
Key dates
- 2018: Introduction of the SRI in the revision of the EPBD on an optional basis.
- 2020: Clarification of the SRI methodology and implementation procedures at European level.
- 2022: Launch of SRI test phases in several countries, including France (Ministry of Housing and CEREMA).
- 2024 : Nouvelle révision de l’EPBD renforçant le rôle du SRI.2
- 2026 : Rapport de la Commission européenne évaluant les résultats des phases d’essai nationales du SRI.
- 2027: (if the 2026 report is conclusive) implementation of the SRI in all Member States for large commercial or industrial buildings (> 290 kW).

The SRI assesses a building's capacity to integrate smart technologies in order to meet three impact pillars, broken down into seven criteria. The assessment covers nine technical areas (HVAC control, lighting, consumption management, etc. See image below).
How to assess and activate the intelligence of your buildings?
